FeedBurner has been very close to delivering a feed splicer as a part of their service since March 02, 2005. On October 27, 2005, Matt announced:
we just can't commit to a release date on this one just yet. It may pop up unexpectedly one day or continue to remain below the fold for the coming weeks, and possibly months.
To be fair, they aren't rushing to provide "mechanisms for facilitating inappropriate feed use". RSS Mix, FeedJumbler, and FrankenFeed all provide some mix of quality and service. RSS Mix is probably the best of breed, but I wanted something that would pull a list of feeds from del.icio.us, then splice the contents of those feeds into one. The benefit of this is that del.icio.us provides the front end, all I had to do was provide a back end.

RSS Splice only accepts connections from this page and FeedBurner. However, it accepts feeds from any source, not just del.icio.us.
